The short answer
US 10 is 6mm, and it is the first size on the scale that is bulky and nothing else - worsted stops at 5.5mm, and the bulky band runs 5.5mm to 8mm. Buy a long fixed circular if you are buying one, double points for hat crowns, and check the number twice: US 10.5 is a different needle at 6.5mm, and retail listings mix the two up constantly.

The first size that is only bulky
Most needle sizes are claimed by two yarn weights, because the published bands overlap at their edges. US 10 is not.

Worsted tops out at 5.5mm and bulky starts there, so US 9 (5.5mm) is the shared boundary. Six millimeters is the first step past it. If a pattern names a US 10, it is a bulky pattern - which is more information than a needle size usually gives you.

Going up a size for drape
A good share of US 10 purchases are not bulky knitters at all. They are worsted knitters who want a looser fabric.
Worsted published at 5mm knitted on 6mm gives a noticeably more open, drapier fabric - useful for a shawl, a summer-weight cardigan or anything meant to hang rather than hold its shape. It is the same reasoning that sends a tight knitter from 4mm down to 3.75mm, run in the other direction.

Material, at bulky gauge
- Bamboo grips, and grip earns its place here. A big stitch in a slippery super bulky slides off a smooth needle without much provocation.
- Steel is faster and more rigid, which matters on short double points where a chunky stitch applies real leverage.
- Weight starts to count. At 6mm and above the needle itself has mass, and a long metal circular loaded with bulky fabric is heavy in the hands.
- Blunt tips are fine at this size - you are rarely working into a tight stitch in bulky yarn.

Bulky stitches are large, so a given cable holds far fewer of them than it would in fingering. The practical effect is that you reach for a longer cable sooner than you expect.
